Özet:
Yolsuzluk dünyanın her yerinde karşımıza çıkan ve toplumsal bir sorunu ifade eden olumsuz bir kavramdır. Yolsuzluk gelişmemiş ve gelişmekte olan ülkelerde daha sık karşımıza çıkmaktadır. Bunun temel sebepleri arasında siyasal, ekonomik ve idari durumun dengesizliğinin yarattığı istikrarsız ortam bulunmaktadır. Yolsuzluk görevi kötüye kullanma ve çıkar amacı elde etmek için hukuk kurallarının ihlal edilmesini içermektedir. Bir ülkede yolsuzluğun tamamen çözülmesi ütopik bir düşüncedir ancak yolsuzluğun suç içeren unsurları için alınacak bazı hukuki ve idari çalışmalar ile azaltılabilmektedir. Ülkemiz geçmişten günümüze pek çok yolsuzluk vakası yaşanmıştır. Özellikle kamu kurum ve kuruluşlarında gerçekleşen yolsuzlukların topluma olumsuz etkileri yadsınamaz boyuttadır. Bu etkilerin azaltılması ve yolsuzluğun azaltılması, önlenmesi için yapılacak bazı çalışmalar ve geliştirmeler bu çalışmada ortaya konulacaktır. Bu çalışmalar hukuki, idari ve toplumsal algı düzeyinde genel olarak derlenecektir.

Abstract:
The concept of corruption is a social problem that arises in almost every country of the world. The main purpose of this study is to investigate the effect of the control factor on the prevention of corruption and to reveal elements of the control factor that increase the effectiveness of the corruption in the name of solution. Preventing economic and social damage caused by corruption can be reduced to the minimum level by the work to be done by all the organs of the society and the state. The answer to this question is how all elements of independent audit and control play a role in the solution of this problem and how this role can be improved.
