Özet:
Boğaz, coğrafi konumunun sağladığı stratejik avantajlar sebebiyle İstanbul’un varoluş nedenidir. Türk Boğazları’ndan Montreux Boğazlar Sözleşmesi’ne göre deniz yolu ile geçiş için ücret ödenmemektedir. Sadece karayolu geçişlerinden gelir elde etmek mümkündür. İstanbul Boğazı’nda şu anda iki köprü bulunmaktadır. Bu köprüler, şehir içi ve uluslararası trafik nedeniyle kapasitelerinin çok üzerinde hizmet vermektedir. III. Boğaz Köprüsü ile iki yaka arasındaki geçiş talebi, 8 şeritli yol ve 2 adet yüksek hızlı demiryolu hattı karşılanacaktır. Bu proje, Yap-İşlet-Devret modeli ile gerçekleştirilmektedir. Bu model, altyapının anlaşma süresinin bitiminde devlete devrolmasını sağlar. Bu yapım anlaşmasıyla, hem yüklenici firma hem de devlet kâr edecektir. Devir sonrasında devlet hiç para harcamadan, kâr sağlayacaktır.

Abstract:
Bosphorus has geographical advantages which makes it unique. It is the reason of existence of Istanbul. According to the Montreux Convention, passages by sea is free of charge through the Turkish Straits. It is the only way possible to get revenue from highway passages. There are currently two bridges available to vehicles on the Bosphorus. These bridges are being overloaded due to urban and international traffic. The demand of passage between two parts of Istanbul will be satisfied by, 8 lanes and 2 high speed rail lines of the 3rd Bosphorus Bridge. This project is being done by Build-Operate-Transfer model. This model provides infrastructure to be transferred to the government at the end of concession period. Both the constructional company and the government will be making profit from this construction agreement. After transfer, the government will make profit without spending money.
